Education policy implementation: A literature review and proposed framework (OECD, 2017)

This working paper was prepared by Romane Viennet (during an internship at the Education Policy Advice and Implementation Division June-December 2017) and Beatriz Pont, Sr. Policy Analyst at the OECD Directorate for Education and Skills. At the time of the internship, Romane Viennet was completing her master's degree in International Public Management at the Institut d'Études Politiques (Sciences Po) de Paris.

The paper is part of the OECD’s work on education policy implementation and includes revisions following the first Education Policy Implementation Webinar with selected international and OECD experts (18 September, 2017). The purpose of this OECD work is to provide analysis and support to education systems for effective education policy implementation processes in the schools area. The paper is meant for education policy makers and practitioners and their cabinets at different levels. This working paper has been authorised by Andreas Schleicher, Director of the Directorate for Education and Skills, OECD.
