When planning for ECE, a key element to consider is “learning through play”, or “playful learning”, which is central to quality ECE.
Play is one of the most important ways in which young children gain essential knowledge and skills. By choosing to play with the things they like to do, children are developing skills in all areas of development: physical, language, cognitive, social and emotional. More generally, play satisfies a basic human need to express imagination, curiosity and creativity, which are key resources in a knowledge-driven world. They help us cope, imagine and innovate – these critical skills that children acquire through play in the preschool years form part of the fundamental building blocks of future complex “21st century skills”.
For this reason, play opportunities and environments that promote play, exploration and hands-on learning are at the core of effective and quality ECE programmes, and should be integrated throughout the ECE systems. Enabling environment
The enabling environment refers to a broad set of interrelated factors that affect the development of a robust and effective ECE subsector, including the ability to achieve intended programme goals. This framework focuses on four key factors, or catalysts, that can be leveraged to establish the foundations of a strong pre-primary subsector.

Core functions
