Course Reader for MOOC Module 3

This is Module 3 (in a series of 5 modules) of the MOOC on mainstreaming ECE into education sector planning. It introduces the first phase in the ESP process, the Education Sector Analysis, and looks at the main aspects and processes for developing and conducting an ESA with a focus on pre-primary education.
