Developing cross-sector quality standards for children aged 0-7

This case study describes the development of the Early Childhood Education and Care Quality Framework in Bulgaria, with the goal of bringing coherence to public ECEC services, establishing quality standards and common measurement tools across sectors, enahcning regulation of non-state providers, and ensuring that all stakeholders are focused on key outcomes.
