These guidelines provide orientation and guidance on the preparation of ESPs. Relevant sections focus on the structure and key components of ESPs (pages 17-22), operational plan (pages 23-24), implementation arrangements and capacities (page 25) and monitoring and evaluation mechanisms (pages 26-27).
