Public demand
Public demand is essential to ensuring the successful implementation and uptake of pre-primary education. There needs to be a broad national understanding of the importance of early childhood education and shared acknowledgement of these services as a public good. Most importantly, there needs to be buy-in from caregivers and families who need these services, in addition to national officials and subnational governments and others who are involved in the development and establishment of pre-primary services.
