Policies and legislation

It is important to ensure that policies and legislation specific to the pre-primary subsector are comprehensive and well-coordinated and accompanied by costed action plans that can guide implementation, budgeting, and accountability across different levels of government. Particularly when it comes to the core functions, it may be necessary to ensure that desired elements are codified to ensure their successful implementation as well as to ensure that there is adequate budget to support this implementation.
